"BEFORE WE'RE MISLED ON THE MILITARY DECLARATION"~~ GEN.DANLADI ZAKARI (RTD)

Before many people are misled on the Military Declaration, let's get some facts correct on decisions process without jeopardizing the secrecy of National Security!

Three facts are not made available to anybody but are in public domain to make an informed comments DHQ's Declaration!

First, the military is part of the national security architecture!

Secondly, the highest decision body to decide such classification is the National Security Council which is chaired by the president. Reports are made to that body on security issues and needed actions are marshaled out.

Thirdly, the C in C Directives is issued with necessary rules of engagement which must emphasize the Geneva Conventions and all other protocols.

Do I think this procedure was followed? I am very pretty sure that these processes were followed including inputs from the local authorities (I.e, the governors of the effected areas).

Who makes the announcement? Usually, the president/C inC will appoint an authority to implement his directives. In this case, the Chief of Army Staff since it is a land operations. Even, the US follows these procedures for crisis area. I am stating these facts because I was once the Director of Defense Operations who prepared some of these documents for deployment of troops. A lot of misinformed scenarios are floating around as to the power of the president to deploy troops. The current exercise, ' Python Dance' is classified as training which could be changed to operations. You have US and South Korea having military exercise near the waters of North Korea. The congress doesn't need to approve that military training. You and I know why the exercise is taking place.

No military can unitary take laws into its hands And do what he wants. Go and read what happened between Gen MacArthur and President Truman! Or Gen POWELL and President Bush on the Iraqi operations. It is important that we try to understand how security related actions are taken before misleading the public.

And let me state this for a fact! No military command would want to deploy his troops for operations because he wouldn't want to loose a soldier. As a commander, you are bound to take and implement all lawful orders because you will be held accountable after the mission.

Besides, do you think it a mere coincidence that the South East Governors today proscribed IPOB! Just think deep and rationalize the reality.

BISOLA ABAYOMI-OJO: WICKED PHYSIOTHERAPIST CAUGHT ON CCTV ABUSING LITTLE GIRL WITH CEREBRAL PALSY !

Over 5,000 people have signed the petition to rescind the Mandela award and U.S visa given to the physiotherapist who was caught on CCTV abusing a little girl with cerebral palsy. We shared the video here. More information have been released online and the lady has been identified as Antonia Bisola Abayomi-ojo.

In the video that was captured on CCTV and shared by a Nigeria based NGO, Diary of a Special needs Mom Initiative,in June 2016,shows the caregiver slapping, hitting and twisting the hand of the child several times.

At a point, she even used her cellphone to slap the child, tied her hands at her back and consistently pushed the little girl. The little girl fell down from her seat more than five times in the video and every time the physiotherapist picked her up, she hit the girl. She was more concerned with pressing her phone than giving the little girl any attention.

She was arrested by the police in Nigeria and sanctioned by the board of physical therapists. However, she left the country in November 2016 after receiving the Mandela award to further her studies in Physiotherapy and enable her work with children in the U.S.

A lot of people have called for her to be brought back to Nigeria and made to face the full wrath of the law.

This is height of wickedness one can show towards a child especially a special need child like this. This child is helpless and already in pain. Why would you do her more harm? This is not about professionalism, it is pure lack of love/affection.

Yes the process can be frustrating but will be tolerated if coming from a lame man/woman not from a professional like her. She was trained for the job and part of the training is care and tolerance.

I read she didn't get punishment. She even ask for permission to go to the US for some treatment cos she claim it was due to depression and ill health. But instead went for her Masters Degree in the US.

TWO NIGERIAN MEN & A CAMBODIAN WOMAN ON TRAIL FOR MONEY PRINTING SCAM

Two Nigerian men and a Cambodian woman yesterday went on trial in Phnom Penh Municipal Court for cheating a man out of $8,000 through a fake joint venture to print counterfeit money.
Judge Chuon Soreasey said the three face between six months and three years in prison if convicted on fraud charges.

The suspects are Onye Caefuna, 30, Pascal Awaski, 39, and Mr Awaski’s girlfriend, Cambodian Chhaen Davy, 35.

The victim Sok Socheath met the two Nigerian suspects on Facebook in June 2016. They won his trust and he eventually agreed to fund a venture to forge US currency.

He was promised a 50 percent cut of the profits from the money-printing business. The suspects allegedly showed him the machine they would use to print the forged bills in a bid to convince him of the plan.

Mr Socheath was first asked to pay $8,000 to be a shareholder in the business. He transferred the money to the suspects in July, but heard nothing from them afterwards.

In October, the Nigerian men resumed chatting with Mr Socheath on Facebook and told the victim he would need to send them another $10,000 before the printing could get underway.

The victim then reported the case to police and the Interior Ministry, who set up a sting operation to arrest the suspects.

The three were caught when they went to meet Mr Socheath at a Wing money transfer shop on the outskirts of Phnom Penh.

Mr Caefuna and Mr Awaski admitted their guilt in court. They said they committed the crime because they needed money to pay for their rent and living costs in Cambodia, requesting leniency from the court.

Ms Davy denied the allegations, saying she was only the girlfriend of Mr Awaski and knew nothing about the fraud.
“I am a victim of accusations,” she told the court, asking the judge to drop charges against her and release her from prison. The verdict is due on June 2.

FINALLY SENATE PASSES BUHARI'S ANTI-CORRUPTION BILL

The Nigerian Senate has approved and passed the Bill on mutual assistance in criminal matters between Nigeria and other foreign states.

The executive bill presented to the senate by President Muhammadu Buhari, provides for the repeat of the money laundering offences, provide protection for employees of various institutions, provide appropriate penalties and other purposes.

After passing the Bill, Senate President, Bukola Saraki, said “this Anti-Money Laundering Legislation is a key component of President Muhammadu Buhari’s war on corruption agenda. This act will facilitate the needed cooperation with other states to prevent individuals from escaping prosecution by fleeing to another country.

Under the passed Bill, the Nigerian government may request that any country where a money launderer is hiding out to aid in the prosecution of such person, or such person may even be prosecuted in accord with the law of the host country. Nigeria would also be able to supply the country with unending support to aid a conviction.

This is the kind of innovation and cooperative anti-corruption scheme that will truly discourage money laundering”

Sometimes the unsuspecting women were made to cash counterfeit checks or use stolen credit cards to buy things. They were used to launder money via Western Union and the likes.

They were also accused of running romance stings to steal from lonely people, shipping fraud, running fake work-from-home businesses, check fraud, and hijacking other people’s bank accounts and credit cards to divert funds.

21 defendants have already been charged in the case, which is still ongoing. 12 of whom have pleaded guilty to charges involving conspiracy and 11 of whom have been sentenced.

ACTING PRESIDENT SIGNS THREE EXECUTIVE ORDERS

Acting President Yemi Osinbajo on Thursday signed three executive orders.

The orders he signed were “the promotion of transparency and efficiency in the business environment, designed to facilitate ease of doing business in Nigeria; support for local content in public procurement by the government, and timely submission of annual budgetary estimates by all statutory and non-statutory agencies”.

This action is coming amid rumours that acting president is being undermined by some persons in government.

In an interview on Channels TV on Wednesday, Ita Enang, legislative aide of president Muhammadu Buhari, said that Buhari, who is in the UK for medical treatment, would sign the 2017 budget.

But a few hours later, Laolu Akande, media aide of Osinbajo, said the acting president would assent to the budget when he is satisfied with all components in it.

This has sparked a wild controversy over the authority of Osinbajo as acting president.

Regardless, the acting president is pursuing the goals of the Buhari administration by emphasising the government’s preference for indigenous goods and services as well as the removal of bureaucracies that stalls doing business in the country.

Ministry of trade and investment alongside the Presidential Ease of Doing Business Council (PEBEC) are expected to monitor the compliance of the stipulated orders.

The Acting President at an interactive session held at the State House Conference Centre in Abuja, said the government will work out incentives for performance even as it builds reward system that punishes malfeasance.

Osinbajo highlighted the importance of cooperation amongst agencies of government stating that it was key in achieving an improved business clime that will be at par with global standards.

According to him in the first 60 days target set up by the government to ensure 70 percent effectiveness was achieved and the 30 percent can be achieved through continuous transparency and cooperation of government agencies.

“I agree that a system of rewarding performance, and punishing malfeasance is key. we must work out incentive schemes even as we tighten up sanctions regimes.

“We hit 70 percent quickly on the 60 days of doing business target because of the cooperation of all the agencies like ministry of interior, immigrations, customs etc and that is why the remaining 30percent we will also achieve and deliver. I will hold myself accountable to it and I will also hold you accountable.

“Usually we blame the system . But the system is men and women not machines. So we can and must reform it. These proposed executive orders present a unique opportunity to perform.

“Ladies and gentlemen let us perform. The President has laid out a cornerstone policy of this administration…we must grow what we eat and make what we use. The President again enunciated this principle in the Economic Recovery and Growth Plan…Buy Nigerian, Use Nigerian.

“So we must now insist that at State banquets we eat and drink Nigerian.”

PHOTO: HOW BAD ROAD LEADING TO 'OTUOKE' EX-PRESIDENT JONATHAN COUNTRY HOME !

Emmanuel Okechukwu is an indigene of Enugu state. He was seen sitting helplessly along the road leading to Otuoke, home of former President Goodluck Jonathan. When asked what he does there daily, he said , “I saw the road that it is actually bad, I decided to take care of it on my own. I’m just putting my effort so that our people can move through it. This road got bad since 2012 when the flood entered the area and spoilt the road. And since then, it has been like that.

“Any driver that passes by gives me some money and I use it for myself. I don’t have any work that I am doing,” 42 year old Okechukwu told our reporter who visited Otuoke for a firsthand information on development in the former president’s village.

Although Dr. Goodluck Jonathan made significant impact in the country in his 8 years at the federal seat of power, the road leading to Otuoke, his country home in Ogbia local government area of Bayelsa state, leaves much to be desired.

Residents have described the road as being in deplorable condition. Ologi Damiete said the condition of the road had become worse since the last rainy season as vehicles now found it difficult to pass through.

A staff of the Federal University, Otuoke, Damiete appealed to the state government to come to the aid of the residents and fix the road for them.

“The condition of this road has become worse since the flood that submerged the whole community and there has not been any preventive measure to forestall future occurrence.

“I am calling on all the relevant authorities to look into the matter because it has become unbearable. Our vehicles have been damaged because of the road,” he told NAIJ.com.
